The South Jersey Transportation Authority (SJTA), pursuant to Title 14 CFR Part 158.23, is hereby notifying all interested parties of its intent to submit an application to the Federal Aviation Administration for authority to impose a Passenger Facility Charge (PFC), and approval to use PFC revenues for new projects at Atlantic City International Airport, Egg Harbor Township, New Jersey.

Below is a brief description of each project, including the purpose of the project, and the amount of PFC revenue to be used on the project.
Safety Enhancement Projects
Environmental Assessment and Final Design Perimeter Fencing ($292,700)
This project includes the preliminary and final design and Environmental Assessment for a secondary fence line and vehicle gates for the protection of the Airport Movement Area. A recommendation of a recent Part 139 airport certification inspection was to restrict access to the Airport Movement Area by personnel using the airportís interior perimeter roadway system. The installation of the new fencing and vehicle gates will restrict and control access from the perimeter roadway to the Airport Movement Area. The project is being performed under an Airport Improvement Program grant (AIP Project No. 3-34-0002-83-2012 and AIP Project No. 3-34-0002-84-2013). The total project cost is $292,700. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($29,270) of the AIP grant.
Construct Aircraft Rescue and Fire Fighting (ARFF) Building ($15,064,402)
This project entails the design and construction of an approximately 42,400 square foot Aircraft Rescue and Fire Fighting (ARFF) facility. The building will be designed in accordance with the current requirements for ARFF facilities as per FAA Advisory Circular 150/5210-15A. The facility will be located adjacent to the existing Snow Removal Equipment Building, west of Runway 4-22 and south of Runway 13-31. The facility will have five apparatus bays and will include the full complement of apparatus support spaces, administrative support spaces and dormitory quarters. In addition to the building being constructed, the project also includes all work and cost associated with roadway and site construction, utilities and other infrastructure costs. The project was completed under an Airport Improvement Program grant (AIP Project No. 3-34-0002-81-2011). The total project cost was $15,064,402. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($753,221) of the AIP grant.
Acquire ARFF Vehicles and Rehabilitate Terminal Apron - Phase II ($1,476,387)
This project includes the purchase of a new Aircraft Rescue and Fire Fighting (ARFF) command vehicle and ARFF truck, and the reconstruction and expansion of the Terminal aircraft parking apron. The new ARFF vehicles will include a command vehicle equipped with emergency lighting, power converters and radio equipment for coordinating emergency response, and a new 3,000 gallon ARFF truck to replace an existing ARFF truck that has reached the end of its useful life. The terminal apron work includes the removal of an existing asphalt overlay and replacement with a new concrete and asphalt pavement. The project was completed under an Airport Improvement Program grant (AIP Project No. 3-34-0002-82-2012). The total project cost was $1,476,387. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($190,545) of the AIP grant.
Rehabilitation Taxiway D ($1,605,410)
This project involves the milling and overlay of Taxiway D. The entire 75í wide by approximately 1,100í length of the taxiway will be milled to a depth of approximately four inches, and a new approximately four inch bituminous concrete overlay will be placed over the milled surface. The project will include the installation of LED taxiway centerline lighting fixtures, including light fixture bases, transformers, conduit and wiring. It will also include new thermoplastic pavement markings for the enhanced taxiway centerline markings and taxiway hold lines. The project is being performed under an Airport Improvement Program grant (AIP Project No. 3-34-0002-85-2013). The total project cost is $1,605,410. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($160,541) of the AIP grant.
Construct Deicing Containment Facility Ė Design ($1,951,924)
The project involves the design of a centralized aircraft deicing facility. The centralized deicing facility will be located remotely from the Terminal Building between Taxiway P and Taxiway B, and be capable of deicing three commercial aircraft simultaneously. The deicing pad design will include a deicing fluid (concentrate) storage area and a spent deicing fluid collection system. Runoff from the deicing pad will be collected and either recycled or discharged to a public owned treatment works facility. The project is being performed under an Airport Improvement Program grant (AIP Project No. 3-34-0002-86-2013). The total project cost is $1,951,924. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($195,192) of the AIP grant.
Capacity Enhancement Projects
Terminal Expansion and FIS ($33,163,006)
This project involves expansion of the Terminal Building by approximately 78,158 square feet to accommodate an extended baggage claim area and the construction of an FIS facility and up to two additional passenger boarding gates with passenger holding areas. Two existing baggage claim carousels will be relocated and expanded, and a third baggage claim carousel will be added. The easternmost baggage claim device will have the capability to be physically separated for international passenger baggage claim and processing. The FIS will be designed to process approximately 200 passengers per hour. General areas within the FIS will include Custom Border Patrol (CBP) processing area, baggage claim area, and support spaces. The passenger boarding gates and holding areas will be designed to accommodate Boeing 757 size aircraft. The project was completed using Airport Improvement Program grants (AIP Project No. 3-34-0002-067-2007 and AIP Project No. 3-34-0002-077-2009), SJTA general recovery funds, SJTA bond funds, and a Casino Redevelopment Authority grant. The total project cost was $33,163,006. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($28,309,802) of eligible project costs.
Environmental Mitigation - Phase VII ($153,962)
This project is the fourth year in a five year monitoring program of the environmental conditions of the grassland mitigation area constructed at Atlantic City International Airport to compensate for losses to grassland habitat due to developmental activities. An annual monitoring report will be produced and submitted to regulatory agencies summarizing the results of the environmental surveys completed. The five-year monitoring requirement is a condition of the Record-of-Decision (ROD) issued by the FAA and the Memorandum-of-Agreement (MOA) between the South Jersey Transportation Authority (SJTA) and the New Jersey Pinelands Commission as part of approval of development projects included in the Master Plan Study. Grassland habitat monitoring will be performed to ensure conditions of the ROD and MOA are met and provide recommendations on grassland management activities. The project was completed under an Airport Improvement Program grant (AIP Project No. 3-34-0002-80-2010). The total project cost was $153,962. PFC revenues will be used to reimburse the SJTA for the sponsorís share ($7,698) of the AIP grant.
