RESOLUTION 2010-36 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING ADOPTION OF A REVISED POLICY AND PROCEDURE FOR THE CONSULTANT SELECTION COMMITTEE
In April 2007, the South Jersey Transportation Authority, consistent with State requirements as outlined in Executive Order 37, formally documented its existing procedures for the competitive selection of consultants. Such procedures are aimed at the fundamental goals of ensuring that the Authority will receive the best services at the lowest cost. Any and all selections of consulting firms will include particular consideration of minority-owned and women-owned firms, consistent with State laws and regulations. On March 4, 2010, the State of New Jersey Office of the State Comptroller issued a report which provides guidance to New Jersey Government Units concerning practices that will better ensure efficiency, transparency and accountability in the award of contracts for services. In response, the Authority revised its Policy and Procedure Manual for Consultant Selection to incorporate several additional recommended best practices contained in the report.
RESOLUTION 2010-37 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TD BANK, NA OF CHERRY HILL, NEW JERSEY FOR AUTOMATIC TELLER MACHINES AT THE ATLANTIC CITY INTERNATIONAL AIRPORT AND AT THE FARLEY SERVICE PLAZA
On March 17 & 18, 2010, the Authority advertised a Request for Proposals for Automatic Teller Machines at the Atlantic City International Airport and at the Farley Service Plaza. Three (3) responses were received on April 13, 2010. TD Bank, NA was determined to have provided the best proposal to serve the interests of the Authority.
RESOLUTION 2010-38 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A SOLE SOURCE CONTRACT TO INNOVATA, LLC FOR THE ATLANTIC CITY INTERNATIONAL AIRPORT WEBSITE MARKETING
Innovata, LLC provides a unique service creating a software link to the Atlantic City International Airport home page, which integrates their sole source QuickTrip.com and Booking Buddy, providing users of the airport web page quick one click to book flights generating revenue back to the airport for each click through no cost or risk to the Authority. The consumer friendly program is offered in five (5) languages to reach a greater targeted audience; especially, the international traveler in support of the planned ACY/FIS facility. Anticipated revenues could be allocated for airport promotional and marketing efforts.

RESOLUTION 2010-39 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING A MODIFICATION TO THE CONTRACT WITH PARSONS BRINCKERHOFF OF PRINCETON, NEW JERSEY FOR THE DESIGN OF THE WIDENING OF THE ATLANTIC CITY EXPRESSWAY MILEPOST 7.8 TO 31.0 WESTBOUND
Resolution 2007-61 awarded a contract to Parsons Brinckerhoff of Princeton, New Jersey for the design of the westbound widening of the Atlantic City Expressway at Milepost 7.8 through 31.0 westbound. The purpose of this resolution is to authorize Contract Modification No. 1 in an amount of $952,543.15 to the contract for the purpose of providing construction administrative support services during the construction of Contract No. 1 for the widening of the westbound milepost 7.8 to 17.4 and Contact No. 4 for ITS improvements over the length of the of the Expressway. Parsons Brinckeroff was selected to perform this work in the original solicitation but the cost for these services was not included in the initial authorization due to the fact that it was not possible to adequately estimate what the cost would be. Additionally, funding for these services was not available in 2007. The scope-of-work consists of shop and working drawing reviews, field observations of piles/drilled shafts, field and office meetings, responding to requests for information and change of plans and the drafting of as-built plans at the conclusion of construction.
RESOLUTION 2010-40 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO H.A. DEHART AND SON, INC. OF THOROFARE, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF TWO (2) 2011 OR CURRENT YEAR CAB CHASSIS WITH SIX (6) TO EIGHT (8) CUBIC YARD ALUMINUM DUMP BODIES, CENTRAL HYDRAULIC SYSTEMS, PLOW HITCHES, TAILGATE SPREADERS AND PRE-WET SYSTEMS OR EQUAL
On April 6 and 7, 2010, the Authority publically advertised for bids for the purchase and delivery of two (2) 2011 or current year cab chassis with six (6) to eight (8) cubic yard aluminum dump bodies; central hydraulic systems, plow hitches, tailgate spreaders and pre-wet systems or equal. On April 20, 2010, two (2) bids were received, opened and tabulated. H.A. DeHart & Son, Inc. of Thorofare, New Jersey was deemed the lowest responsible bidder in an amount not to exceed $255,132.00. These vehicles will be used for dispensing brine and snow removal on the Atlantic City Expressway and Atlantic City Expressway Connector and other roadways the Authority is tasked with keeping clear during the winter season.
RESOLUTION 2010-41 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO CHERRY VALLEY TRACTOR SALES OF MARLTON, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF THREE (3) DIESEL POWERED, FOUR WHEEL DRIVE TRACTORS OR EQUAL
On March 26 and 27, 2010, the Authority publically advertised for bids for the purchase and delivery of three (3) diesel powered four wheel drive tractors or equal. On April 16, 2010, five (5) bids were received, opened and tabulated. Cherry Valley Tractor Sales of Marlton, New Jersey was deemed the lowest responsible bidder in an amount not to exceed $105,127.89. The new tractors will replace existing model year 2000 tractors that are no longer operational. The older model tractors have been removed from service and will be sold as surplus equipment.
RESOLUTION 2010-42 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO A.E. STONE, INC. OF EGG HARBOR TOWNSHIP, NEW JERSEY FOR AIRFIELD PAVEMENT RESTORATIONS AND GENERAL AVIATION APRON RESTORATIONS AT THE ATLANTIC CITY INTERNATIONAL AIRPORT
On March 16 and 17, 2010, the Authority publically advertised for bids for the Atlantic City International Airport Airfield Pavement Restorations and General Aviation Apron Restorations. On April 14, 2010, five (5) bids were received, opened and tabulated. South State of Bridgeton, New Jersey was the apparent low bidder; however, their bid contained a material defect and was therefore rejected. A.E. Stone, Inc. of Egg Harbor Township, New Jersey was then deemed the lowest responsible bidder in an amount not to exceed $169,430.60. This contract includes; but is not limited to, milling of the existing asphalt pavement, construction of new bituminous asphalt pavement, crack sealing existing asphalt pavements and resealing existing Portland Cement Concrete slab joints.
RESOLUTION 2010-43 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO CHEMUNG SUPPLY CORPORATION OF ELMIRA, NEW YORK, ROAD SAFETY SYSTEMS OF VINCENTOWN, NEW JERSEY AND M.L. RUBERTON CONSTRUCTION OF FOLSOM, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF GUIDE RAIL TREATMENT ENDS, PARTS AND SUPPLIES
On March 10 and 11 2010, the Authority publically advertised for bids for the purchase and delivery of guide rail, treatment ends, parts and supplies. On April 8, 2010, three (3) bids were received, opened and tabulated. Language in the bid reserved the right for the Authority to split the bid award to more than one bidder if it was deemed to be in the best interest of the Authority. This resolution authorizes the Authority to award contracts based on the lowest bid per item (see Exhibit A) to Chemung Supply Corporation of Elmira, New York, Road Safety Systems of Vincentown, New Jersey and M.L. Ruberton Construction of Folsom, New Jersey. This contract is an open-ended price agreement whereby items are ordered as needed, contingent upon the availability of funds in the applicable budget year. The term of this contract is one (1) year with an option to renew for one (1) additional year.
RESOLUTION 2010-44 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE CONSENT TO ASSIGNMENT OF A CONTRACT TO MASER CONSULTING, P.A. OF RED BANK, NEW JERSEY FOR THE DESIGN OF ATLANTIC AND PACIFIC AVENUES IN ATLANTIC CITY, NEW JERSEY FOR TRAFFIC SIGNAL UPGRADES AND ONE- WAY CONVERSION
Resolution 2008-81 authorized the Authority to enter into an agreement with the Casino Reinvestment Development Authority (“CRDA”) for funding for the design and construction of the signalization and road construction required to make Atlantic and Pacific Avenues one-way roads. Resolution 2008-109 awarded a contract for the design of Atlantic Avenue and Pacific Avenue traffic signal upgrades and one-way conversion to CMX, Inc. CMX has completed substantial work on the design project, but has not completed the design. As CMX is terminating its business operations, they will not be able to complete the design and is seeking to assign the consulting agreement to Maser Consulting, P.A. (Maser) who would complete all remaining design work under the consulting agreement. The proposed assignment of the consulting agreement to Maser would require that Maser complete all work that remains under the current consulting agreement pursuant to the same terms and conditions, including but not limited to, the price for the work except that a new date acceptable to the Authority be specified for completion of the work. Additionally, all key employees of CMX who worked on the design project are now employed by Maser and would be assigned to the design project by Maser should the agreement be transferred to their firm.
RESOLUTION 2010-45 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO ARAWAK PAVING COMPANY, INC. OF HAMMONTON, NEW JERSEY FOR EMERGENCY PAVEMENT RESURFACING OF U.S. ROUTE 30 AT MILE MARKER 57.3
Settlement has occurred at U.S. Route 30 eastbound and westbound, adjacent to the connector tunnel, leaving a depression transverse to the traveled portion of the roadway. This settlement has been measured at 2.5” on the eastbound roadway and 3” on the westbound roadway. Three (3) quotes were solicited on April 11, 2010 and received on April 23, 2010. Arawak Paving Company was deemed to have submitted the lowest responsible quote in an amount not to exceed $129,000.00. This resurfacing is considered an emergency, the Director of Engineering and Operations recommends award of this contract to Arawak Paving Company and requests approval for the emergency resurfacing to take place beginning May 9, 2010 during nighttime hours and ending on May 14, 2010.
RESOLUTION 2010-46 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE MODIFICATION OF THE RATE FOR USE OF THE ECONOMY SURFACE PARKING LOT AT THE ATLANTIC CITY INTERNATIONAL AIRPORT
The Authority proposes to raise the daily parking rate for the economy surface parking lot at the Atlantic City International Airport from $8.00 per day to $9.00 per day which the Authority believes will still be a competitive parking rate. The parking rates for parking facilities at the Airport other than the economy surface parking lot are not affected by this resolution.
RESOLUTION 2010-47 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO AMERICAN BUS AND COACH, LLC OF TRENTON, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF TWO (2) NEW 2010, EIGHTEEN TO TWENTY-TWO PASSENGER, HEAVY DUTY BUSES WITH ONE (1) WHEELCHAIR LIFT
This resolution is for the purchase of two (2) 2010, eighteen (18) to twenty-two (22) passenger buses from American Bus & Coach, Inc. of Trenton, New Jersey. Three bids were received on April 15, 2010. Jersey Shore was the apparent low bidder but their bid was rejected due to non-compliance with the bid specifications. American Bus & Coach was then deemed the lowest responsible bidder in an amount not to exceed $156,318.00. These new buses are to replace two current buses that have outlived their useful life.
RESOLUTION 2010-48 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE RENEWAL OF A SHARED SERVICES AGREEMENT WITH THE COUNTY OF CAMDEN FOR THE PROVISION OF TRANSPORTATION SERVICES
The Authority will be transporting, in the form of shuttle services, County employees and court employees to and from certain parking lots and their places of employment, known as the City Hall shuttle. Service is needed because currently there are no adequate and safe pedestrian pathways available for use.
