Public Notice - To Impose and use a Passenger Facility Charge (PFC)

In accordance with Title 14 CFR Part 158, Passenger Facility Charges, Section 158.24, the South Jersey Transportation Authority (SJTA) is hereby notifying all interested parties of the SJTA’s intent to submit to the Federal Aviation Administration (FAA) an application for authority to impose a Passenger Facility Charge (PFC) in accordance with Part 158.25(b), and for authority to use PFC revenue in accordance with Part 158.25(c) for eight projects to be undertaken at Atlantic City International Airport.

Level of proposed PFC to be imposed for each project - $4.50
Proposed charge effective date – April 1, 2007
Proposed charge expiration date – November 1, 2009
Total PFC revenue to be collected and used for all projects - $6,541,729

Below is a brief description of each project, including total estimated PFC revenue to be used on each project.

Capacity Enhancement Projects

Terminal Apron Expansion ($1,128,450) – design and construction of approximately 360,000 square feet of aircraft parking apron to be located adjacent to the existing Terminal Building. The additional aircraft parking apron will permit the segregation of air carrier and smaller regional aircraft, and provide parking for additional aircraft.

Installation of CUTE System ($3,033,292) – design and installation of software and hardware for a common use terminal equipment (CUTE) system including multi-user flight information display, visual guidance display, gate management system, and self service kiosks in the terminal ticketing concourse and gate boarding areas. The CUTE system will permit greater utilization of existing ticket counter space and boarding gates.

Environmental Mitigation Phase III ($10,000) – Design, construction and monitoring of environmental mitigation measures to compensate for the disturbance of wetlands or critical habitat, which may occur as the result of airfield development projects.

Safety Projects

Acquire Snow Removal Equipment ($37,500) – acquisition of a potassium acetate sprayer for application of deicing chemicals on runway and taxiway surfaces during winter weather conditions. The vehicle will improve the Airport’s ability to remove ice and snow from the aeronautical pavements enhancing the safety of aircraft operating during inclement weather.

Acquire ARFF Vehicle ($30,602) – acquisition of an Aircraft Rescue and Fire Fighting (ARFF) Vehicle. The new ARFF vehicle will replace an old existing vehicle and enhance the Airport’s incident response time and rescue/fire fighting capability.

Install Weather Reporting Equipment ($7,500) – Installation of lighted wind cones at the approach end of each runway to provide aircraft pilots with information on wind direction and speed.

Interactive Employee Training Program ($5,000) – Acquisition of hardware and software for an interactive training program for Airport operations personnel.

Security Projects

Security Project – Phases I-III ($2,289,385) – Design and construction of a multi-phase project to enhance security, which includes construction of an 11,500 square foot baggage screening and handling facility, relocation of two loading bridges, renovations to the ticketing concourse and passenger screening area, and installation of new elevator and escalator to segregate arriving and departing passengers.
