POLICY & PLANNING DEPARTMENT
RESOLUTION 2009-77 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY EXTENDING THE APPOINTMENTS OF FLORIO, PERRUCCI, STEINHARDT & FADER AS GENERAL COUNSEL AND ANGELINI, VINIAR & FREEDMAN, COOPER, LEVENSON, APRIL, NIEDELMAN & WAGENHEIM AND BROWN AND CONNERY AS SPECIAL COUNSEL FOR THE AUTHORITY
On July 29, 2008, the firm of Florio, Perrucci, Steinhardt & Fader was appointed as General Counsel and the firms of Angelini, Viniar & Freedman, LLC, Cooper, Levenson, April, Niedelman & Wagenheim, PA, and Brown and Connery, LLC were appointed as Special Counsel to the Authority. The term of the appointments were for (1) year commencing on August 1, 2008 with a one (1) year option to renew. Hourly rates were Two Hundred ($200.00) Dollars per hour for partners and One Hundred Seventy-Five ($175.00) Dollars per hour for all others, except One Hundred Twenty-Five ($125.00) Dollars for Workers’ Compensation matters. The Authority wishes to extend these appointments for the term of the one (1) year option to renew from August 1, 2009 to July 31, 2010.
RESOLUTION 2009-78 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY EXTENDING THE CONTRACT WITH ARTHUR J. GALLAGHER AND COMPANY FOR PROFESSIONAL CONSULTANT/BROKER SERVICES FOR MEDICAL INSURANCE
On August 1, 2006, the Authority awarded Arthur J. Gallagher and Company of Marlton, New Jersey a contract as Consultant/Broker for Medical Insurance for the Authority. The contract expired on July 31, 2008 with the option for two (2), one (1) year extensions. The Authority desires to exercise its option to renew this contract for the second one (1) year option from August 1, 2009 to July 31, 2010.
RESOLUTION 2009-79 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY EXTENDING THE CONTRACT WITH COMMERCE INSURANCE SERVICES, NOW KNOWN AS CONNOR STRONG, FOR PROFESSIONAL CONSULTANT/BROKER SERVICES FOR THE SOUTH JERSEY TRANSPORTATION AUTHORITY AND AIRPORT LIABILITY INSURANCE
On August 1, 2006, the Authority awarded Commerce Insurance Services, now known as Connor Strong, of Toms River, New Jersey, a contract as Consultant/Broker For Liability Insurance Services for the Authority and Airport Liability Insurance. The contract expired on July 31, 2008 with the option for two (2), one (1) year extensions. The Authority desires to exercise its option to renew this contract for the second one (1) year option from August 1, 2009 to July 31, 2010.
RESOLUTION 2009-80 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT FOR PROFESSIONAL SERVICES PROVIDER FOR OCCUPATIONAL MEDICAL SERVICES FOR PRE-EMPLOYMENT PHYSICALS, CDL TESTING AND HAZMAT TESTING TO ATLANTICARE OCCUPATIONAL MEDICINE
There exists a need for the retention of an Occupational Medical Services Provider to the Authority to provide Occupational Medical Services (Pre-employment Physicals, CDL Testing & Hazmat Testing. A Request for Proposals (RFP) for this benefit was prepared, advertised and made available to the public on April 9, 2009. Three (3) proposals were received on May 8, 2009 and evaluated by the Consultant Selection Committee. The Consultant Selection Committee has recommended award of a two (2) year contract with two (2), one (1) year options to renew to AtlantiCare Occupational Medicine commencing on August 1, 2009.
RESOLUTION 2009-81 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY ACCEPTING THE 2008 ANNUAL REPORT OF THE AUTHORITY
Pursuant to Executive Order No. 37 and N.J.S.A. 27:25A-1 et seq. the 2008 Annual Report including the Financial Audit must be approved by the Board of Commissioners and transmitted to the Governor, Governor’s Authorities Unit, the State Treasurer, Senate President and Speaker of the General Assembly. We are requesting approval and permission to transmit as required.
ENGINEERING & OPERATIONS DEPARTMENT
RESOLUTION 2009-82 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING POSTING OF SIGNS CREATING REDUCED SPEED CONSTRUCTION ZONES ALONG THE ATLANTIC CITY EXPRESSWAY AND INTERCHANGES.
The Legislature has delegated to the Authority the right to designate a “reasonable and safe speed limit” along the Expressway. Pursuant to that delegation, the Authority has adopted regulations that allow for the posting of reduced speed zones in connection with construction occurring on the Expressway. The regulation is silent as to who has been granted the right to determine the appropriate speeds in said construction zones. This resolution authorizes the Director of Engineering to post reduced speed zones on the Expressway to promote safety in construction zones.
INFORMATION & TOLLS TECHNOLOGY
RESOLUTION 2009-83 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY RESCINDING THE AWARD OF A CONTRACT TO HARDWARE.COM OF MINNEAPOLIS, MINNESOTA FOR THE PURCHASE OF FIBER OPTIC NETWORKING COMPONENTS REQUIRED FOR THE ONGOING DEVELOPMENT OF THE AUTHORITY'S COURSE WAVE DIVISION MULTIPLEXING NETWORK
On March 17, 2009, the Board of Commissioners authorized the award of a contract from Hardware.com for Cisco Information Technology Components. At the time, the item was advertised and awarded; the State did not offer a State Contract. Subsequently, a State Contract for the required Components was awarded. The Authority seeks to rescind the March 19, 2009 award and authorize the purchase of the component via State Contract. The benefits to the Authority include securing a manufacturers warranty under the State Contract, which is not available from the Hardware.com.
TRANSPORTATION SERVICES DEPARTMENT
RESOLUTION 2009-84 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO ARCOLA SALES AND SERVICE CORPORATION OF CARLSTADT, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF ONE (1) 18 PASSENGER BUS
On April 23, 2009, the Authority received four (4) bids in response to publicly advertised bids for the purchase and delivery of a (18)-passenger bus with a wheelchair lift. Arcola Sales and Service Corp. of Carlstadt, New Jersey submitted the lowest responsible bid in an amount not to exceed Fifty One Thousand, Five Hundred Thirty ($51,530.00) Dollars. This vehicle will be used to replace an existing vehicle being removed from the fleet due to age and condition.
RESOLUTION 2009-85 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE EXTENSION OF THE CONTRACT AWARDED TO NINSA, LLC FOR SNOW REMOVAL AND ICE CONTROL AT CERTAIN SJTA PARKING FACILITIES
Resolution to extend the existing contract with NINSA, LLC for snow removal and ice control services at the Authority’s parking facilities. Resolution 2006-87 awarded the contract with the option for two (2), one (1) year extensions. This extension will be the second option to renew for the period of May 1, 2009 through to April 30, 2010.
