FINANCE DEPARTMENT
RESOLUTION 2009-119 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE EXTENSION FOR CASH AND CREDIT CARD PROCESSING, BANKING AND ARMORED CAR SERVICES WITH WACHOVIA BANK, NA
On September 19, 2006, the Authority awarded a two (2) year contract with two (2) one (1) year renewal options for cash and credit card processing, banking and armored car services to
Wachovia Bank, NA of Summit, New Jersey and Resolution 2008-76, dated July 29, 2008 authorized the first one (1) year contract renewal option for the period covering October 1, 2009 through September 30, 2009. The Director of Finance recommends that the Authority exercise its second and final option to renew this contract for a period of one (1) year from October 1, 2009 to September 30, 2010
RESOLUTION 2009-120 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AN AGREEMENT BETWEEN THE AUTHORITY AND THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR THE MAINTENANCE OF FEEDER ROADS ALONG THE ATLANTIC CITY EXPRESSWAY
The New Jersey Department of Transportation (“DOT”) provides bridge and road maintenance along State highways that intersect with six (6) interchanges of the Atlantic City Expressway and are considered Expressway “feeder roads”. In consideration of $23,333.00 per lane mile per year, the DOT will provide fully paved roads and maintain drainage and right-of-way for said feeder roads, which is defined as segments of State highways within 2.5 miles of an Expressway interchange. The Authority has determined that the continued maintenance of the feeder roads create a benefit to the traveling public and the Authority as a whole. In exchange for said maintenance, the Authority agrees to pay the DOT $699,990.00 per year in quarterly installments of $174,997.50.
POLICY & PLANNING DEPARTMENT
RESOLUTION 2009-121 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AN AGREEMENT WITH THE SOUTH JERSEY ECONOMIC DEVELOPMENT DISTRICT TO PROVIDE FUNDING FOR THE INTERSECTION OF AMELIA EARHART BOULEVARD WITH THE AVIATION RESEARCH AND TECHNOLOGY PARK ACCESS
The Authority is an active participant in the development of the new Aviation Research and Technology Park at the Atlantic City International Airport. The initial site work for the project involves construction of the access roadway and utilities on the site located on FAA property. The Authority has committed in its 2009 Capital Program to provide $200,000.00 toward the intersection with Amelia Earhart Boulevard. This agreement provides for transfer of the funds subject to Authority plan approval.

RESOLUTION 2009-123 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AN AGREEMENT WITH SMART BUSINESS ADVISORY CONSULTING, LLC FOR ENTERPRISE RESOURCE PLANNING SYSTEM CONSULTING SERVICES
The Consultant will provide payroll, human resource and relevant software expertise, identify system requirements and procure and implement an Enterprise Resource Planning System. The two (2) year agreement will provide services through implementation at a fee not to exceed $103,950.00 up to the procurement of the system (Phase 1). Phase 2 work will not be authorized until a product is selected. The Phase 2 work is currently estimated at $485,100.00.
INFORMATION & TOLLS TECHNOLOGY DEPARTMENT
RESOLUTION 2009-124 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY RESCINDING RESOLUTION 2009-44 AND AUTHORIZING AN AGREEMENT WITH INFAX, INC. OF DULUTH, GEORGIA FOR THE DEVELOPMENT AND IMPLEMENTATION OF AN AIRPORT INFORMATION AND MANAGEMENT SYSTEM/MULTI-USE FLIGHT INFORMATION DISPLAY SYSTEM AND COMMON USE SYSTEM AT THE ATLANTIC CITY INTERNATIONAL AIRPORT
In March 2009, the Authority authorized award of a contract to Intersystems U.S.A., Inc. of Centennial, Colorado for the development and implementation of an Airport Information and Management System/Multi-Use Flight Information Display System and Common Use System at the Atlantic City International Airport. Subsequent to this award, it was determined that Intersystem, Inc. was unable to provide the necessary Performance Bond required by the Authority for this project. The second ranked proposer, SITA, Inc. was engaged and agreement on price could not be reached. The third ranked proposer, Infax, Inc. of Duluth, Georgia is being recommended for award in an amount not to exceed $3,500,000.00. This project will provide a fully functional and expandable Airport Operational Database (AODB) to support airport resource and revenue management modules included in this project and will be expandable to support future airport systems. Multiple new Flight Information Display (FIDS) banks throughout the airport facility will be constructed, as well as, all new ticket counters with pilot common use workstations at two (2) ticket counter positions and one (1) gate position.
ENGINEERING & OPERATIONS DEPARTMENT
RESOLUTION 2009-125 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO SOUTH STATE, INC., OF BRIDGETON, NEW JERSEY FOR CONSTRUCTION OF THE THIRD LANE WESTBOUND WIDENING PROJECT
On June 10th and 11th, 2009, the Authority publicly advertised for bids for the construction of the third lane widening of the Atlantic City Expressway westbound from Milepost 7.8 to 17.4. On July 24, 2009, five (5) bids were received, opened and tabulated. South State, Inc., of Bridgeton, New Jersey was deemed the lowest responsible bidder in an amount not to exceed $23,377,367.30. This contract includes widening of the westbound corridor of the Atlantic City Expressway along its southern or inside lane, the widening of the bridge structure over Babcock Creek, the replacement of safety walks and parapets at various locations, milling and resurfacing of the existing westbound roadway, reconstruction of headwalls, as well as, the installation of two (2) Dynamic Message System (DMS) structures and other ITS facilities.
RESOLUTION 2009-126 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO HNTB CORPORATION OF WOODBURY, NEW JERSEY FOR THE CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES OF THE THIRD LANE WESTBOUND WIDENING PROJECT
On June 5th and 6th, 2009, the Authority publicly advertised a Request for Proposals for construction management and inspection services for the third lane widening of the Atlantic City Expressway, from Milepost 7.8 to 17.4. On June 30, 2009, six (6) proposals were received. On July 6, 2009, the Consultant Selection Committee met for the purpose of ranking the reviewed proposals. HNTB Corporation of Woodbury, New Jersey ranked highest and was invited to submit a cost proposal. After negotiations, a cost proposal not to exceed $2,340,000.00 was agreed upon. This cost includes the construction management and inspection services of the westbound corridor widening of the Atlantic City Expressway along its southern or inside lane, widening of the bridge structure over Babcock Creek, replacement of safety walks and parapets at various locations, milling and resurfacing of the existing westbound roadway, reconstruction of headwalls, as well as, the installation of two (2) Dynamic Message System (DMS) structures and other ITS facilities.
RESOLUTION 2009-127 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO SOUTH STATE, INC. OF BRIDGETON, NEW JERSEY FOR THE 2009 FALL RESURFACING PROJECT
On June 23rd and 24th, 2009, the Authority publicly advertised for bids for the 2009 Fall Resurfacing Program. On July 22, 2009, five (5) bids were received, opened and tabulated. South State, Inc., of Bridgeton, New Jersey was deemed the lowest responsible bidder in an amount not to exceed $2,671,260.00. This contract includes resurfacing of the mainline Expressway from Milepost 31.0 to Milepost 39.0 westbound and Milepost 29.0 to Milepost 25.0 eastbound including the westbound Interchange 38 on-ramp and off-ramp, the westbound Interchange 33 on-ramp and the westbound Interchange 31 off-ramp. The westbound resurfacing will include the travel lanes and a two (2) foot width of each shoulder to facilitate rumble strip installation. The eastbound resurfacing will include the travel lanes and the full width of both shoulders. The resurfacing of the ramps will include the travel lane and full width of both shoulders.
RESOLUTION 2009-128 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO FREEDOM INTERNATIONAL TRUCKS OF PHILADELPHIA, PENNSYLVANIA FOR THE PURCHASE AND DELIVERY OF A TRUCK-MOUNTED ALL IMPAC PURPOSE LIFT TRAVERSING PLATFORM LIFT-A-LOFT OR EQUAL AND CUSTOM CRANE AND KNAPHEIDE BODY MODEL 6132DL-38J OR EQUAL
On July 16th, 17th, and 18th, 2009, the Authority publicly advertised for bids for the purchase and delivery of a Truck-Mounted all Impac Purpose Lift Traversing Platform Lift-A-Loft or equal and Custom Crane and Knapheide Body Model 6132DL-38J or equal. On July 30, 2009, one (1) bid was received, opened and tabulated. Freedom International Trucks of Philadelphia, Pennsylvania was the sole bidder. Freedom International’s bid met all specifications and was deemed the lowest responsible bidder in an amount not to exceed $169,608.00.
RESOLUTION 2009-129 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY EXPRESSING AN INTEREST IN THE PURCHASE OF ELECTRICITY GENERATED FROM SOLAR POWER FACILITIES LOCATED ON THE PROPERTY OF THE ATLANTIC COUNTY UTILITIES AUTHORITY
The Authority is actively investigating alternatives for the purchase of electricity that would be less costly to the Authority and has issued a Request for Proposals for the development of a combined heating, cooling and electric power (CHCP) facility to be located at the Atlantic City International Airport (ACY). This CHCP would be capable of servicing the airport and possibly other users that are in close proximity of ACY. Atlantic County Utilities Authority (ACUA) plans to issue a Request for Proposals for the development of a solar power electricity facility on their property, which is contiguous to ACY. ACUA has inquired if the Authority would be interested in being a possible purchaser of electricity from their new solar power facility. As the Authority supports the development of clean fuel alternatives, this purchase of solar power electricity produced on the ACUA property should be explored further to ascertain if it would be beneficial, if it could be coordinated with the Authority’s current facilities and with the Authority’s proposed CHCP facility.
RESOLUTION 2009-130 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO PEPCO ENERGY SERVICES, INC. OF ATLANTIC CITY, NEW JERSEY FOR THE DEVELOPMENT OF A COMBINED HEAT, COOLING AND ELECTRIC POWER (CHCP) FACILITY AT THE ATLANTIC CITY INTERNATIONAL AIRPORT
On February 20th and 21st, 2009, the Authority publicly advertised a Request for Proposals for a firm to design, finance, build, own, operate and maintain services for the development of a Combined Heat, Cooling and Electric Power (CHCP) facility at the Atlantic City International Airport. The airport campus also houses several Federal entities, including the Federal Aviation Administration Tech Center and the Air National Guard, which may elect to serve as energy purchasers. The contract would provide for a term lease and energy service agreement whereby the Authority, and possibly other ACY tenants, will pay for electricity, chilled water and steam from the CHCP. On May 1, 2009, five (5) proposals were received. The Consultant Selection Committee (CSC) was held on May 19, 2009. Four (4) of the proposers were invited to participate in interviews on July 7, 2009. Pepco Energy Services ranked highest of the four (4) firms.
RESOLUTION 2009-131 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO R.E. PIERSON CONSTRUCTION COMPANY OF PILESGROVE, NEW JERSEY FOR THE BRIDGE DECK REPLACEMENT OF BRIDGE NO. 43B
On June 18th and 19th, 2009, the Authority publicly advertised for bids for the bridge deck replacement of Bridge No. 43B which carries the Atlantic City Expressway Ramp E over Route 40/322. On July 22, 2009, eight (8) bids were received, opened and tabulated. R.E. Pierson Construction Company of Pilesgrove, New Jersey was deemed the lowest responsible bidder in an amount not to exceed $734,567.25. This contract includes complete bridge deck removal and replacement, repaving of the approach roadways, installation of new transverse expansion joints at all bridge joints, cleaning of existing drainage structures, installation of beam guide rails, traffic control and other incidental work.
RESOLUTION 2009-132 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO STV, INC. OF TRENTON, NEW JERSEY FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE BRIDGE DECK REPLACEMENT OF BRIDGE NO. 43B
On July 15th and 16th, 2009, the Authority publicly advertised for Request for Proposals for the construction management and inspection services for the deck replacement of Bridge No. 43B. On July 29, 2009, six (6) proposals were received. On July 31, 2009, the Consultant Selection Committee met and reviewed the six (6) proposals. STV, Inc. of Trenton, New Jersey was ranked highest and was asked to submit a cost proposal. A cost proposal in an amount not to exceed $237,936.02 was received and accepted. This contract includes construction management and inspection services for the full depth replacement of the bridge deck for Bridge No. 43B which carries the Atlantic City Expressway Ramp E over Route 40/322.
RESOLUTION 2009-133 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO MOUNT CONSTRUCTION OF BERLIN, NEW JERSEY FOR THE BRIDGE DECK REHABILITATION OF BRIDGE NO. 18 AT DELILAH ROAD OVER THE ATLANTIC CITY EXPRESSWAY AND BRIDGE NO. 19 AT TILTON ROAD OVER THE ATLANTIC CITY EXPRESSWAY
On August 4th and August 5th, 2009, the Authority publicly advertised for bids for the bridge deck rehabilitation of Bridge No. 18, which carries Delilah Road over the Atlantic City Expressway and Bridge No. 19, which carries Tilton Road over the Atlantic City Expressway. On August 14, 2009, one (1) bid was received, opened and tabulated. Mount Construction was deemed the lowest responsible bidder in an amount not to exceed $814,480.30. This contract consists of furnishing all labor, equipment and materials needed for the bridge deck scarification, resurfacing of the concrete bridge deck with a latex-modified concrete, bridge deck repairs, repair of bridge deck joints, cleaning of existing bridge scuppers, installation of hot mix asphalt curb, traffic stripes and traffic markings, replacement of bridge approach guide rails and attachment to the bridges, traffic control and related incidental work.
RESOLUTION 2009-134 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO URS CORPORATION OF PHILADELPHIA, PENNSYLVANIA FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES OF THE BRIDGE DECK REHABILITATION OF BRIDGE NO. 18, DELILAH ROAD OVER THE ATLANTIC CITY EXPRESSWAY AND BRIDGE NO. 19, TILTON ROAD OVER THE ATLANTIC CITY EXPRESSWAY
On July 15th and 16th, 2009, the Authority publicly advertised for bids for the construction management and inspection services for the deck rehabilitation of Bridge No. 18, which carries Delilah Road over the Atlantic City Expressway and Bridge No. 19, which carries Tilton Road over the Atlantic City Expressway. On July 29, 2009, six (6) proposals were received. On July 31, 2009, the Consultant Selection Committee met and ranked the reviewed proposals. URS Corporation of Philadelphia, Pennsylvania was ranked highest and was asked to submit a cost proposal. The cost proposal in an amount not to exceed $174,286.80 was accepted. This contract includes the construction management and inspection services of the bridge deck scarification, installation of a concrete bridge deck high performance concrete overlay, bridge deck repairs and miscellaneous bridge repair items.
RESOLUTION 2009-135 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY RESCINDING RESOLUTION 2007-55 AND THE UTILITY WORK ORDER TO ATLANTIC CITY ELECTRIC COMPANY FOR A REDUNDANT ELECTRICAL FEED TO THE ATLANTIC CITY INTERNATIONAL AIRPORT
At the time that Resolution 2007-55 was presented to the Board for approval, a housing development was anticipated to be built near the Atlantic City International Airport. This construction would bring the utility in close proximity and the cost to SJTA to connect would have been approximately $190,000. The SJTA issued a check in the amount of $19,000 to AC Electric after approval of Resolution 2007-55 in order to proceed. Since the work will not be completed, AC Electric has refunded the SJTA in the amount of $16,917.40. The cost of $2,082.60 was required for Engineering fees associated for the dual feed which was never installed. Since this work will not be completed, the SJTA would like to re-allocate the associated funding to other airport projects that are in need of funding for completion.
AIRPORT DEPARTMENT
RESOLUTION 2009-136 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING MODIFICATION TO THE REQUIREMENTS NECESSARY TO OBTAIN SIGNATORY STATUS AT THE ATLANTIC CITY INTERNATIONAL AIRPORT
The Authority is looking to modify its definition of “Signatory Airline” as defined in the Airport Rates and Charges. The current definition of Signatory Operator may preclude the addition of scheduled air service. Fees for a Signatory Airline are about 25% less than the fees for a Non-Signatory Operator. As part of the ongoing effort to market the Atlantic City International Airport, the Authority desires to increase the availability of scheduled airline service and increase the number of carriers currently serving the Airport. This resolution will modify the requirements necessary to obtain signatory status such that a Signatory Airline must be a certified scheduled service airline with a seating capacity of thirty-one (31) or more seats that has signed a lease, or permit, for a minimum of five hundred (500) square feet for at least one (1) year and has at least one (1) daily departure and/or guarantees two hundred seventeen (217) available seats per week for the duration of the service agreed upon. A Signatory Airline must maintain minimum service levels as agreed upon during the term of its agreement.
RESOLUTION 2009-137 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AN AMENDMENT TO THE COOPERATIVE AGREEMENT WITH THE DEPARTMENT OF AGRICULTURE, ANIMAL AND PLANT HEALTH INSPECTION SERVICES AND WILDLIFE SERVICES (USDA-APHIS-WS)
The Authority authorized Resolution 2007-92 for entry into a Cooperative Agreement with the USDA-APHIS-WS for professional services to reduce wildlife hazards at the Atlantic City International Airport. This Wildlife Hazard Assessment is an amendment to the current agreement and is required under Federal Aviation Regulation Part 139. Grant monies will cover ninety-five (95%) percent of the costs for this project.
TRANSPORTATION SERVICES DEPARTMENT
RESOLUTION 2009-138 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING EXTENSION OF A PARKING AGREEMENT WITH HEREIU WELFARE PENSION FUND FOR PARKING SPACES AT THE NEW YORK AVENUE GARAGE
The Authority authorized Resolution 2007-83 for an agreement with Hereiu Welfare Pension Fund for parking spaces at the New York Avenue Garage. The agreement was for two (2) years with two (2) one (1) year options to renew to provide HEREIU with twenty (20) parking spaces, Monday through Friday, between the hours of 7:00 a.m. and 7:00 p.m. with access to six (6) of the parking spaces on Saturday and Sunday between the hours of 7:00 a.m. and 7:00 p.m. This extension will be the second and final option to renew.
RESOLUTION 2009-139 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING ENTRY INTO AN AGREEMENT WITH RICHARD STOCKTON COLLEGE OF NEW JERSEY TO OPERATE AN ON-CAMPUS AND OFF-CAMPUS RESIDENTIAL SHUTTLE SERVICE FOR THE 2009-2010 ACADEMIC YEAR
The Authority will be providing transportation on-campus and off-campus for students at The Richard Stockton College for the 2009-2010 academic years. The service will provide transportation for students from Housing I, IV, V and the North lot to the main academic complex and back again. The College agrees to pay the Authority $42.00 per hour for each hour of shuttle service provided.
RESOLUTION 2009-140 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE ADOPTION OF RULES AND REGULATIONS AND THE FILING OF A NOTICE OF ADOPTED AMENDMENTS OF RULES AND REGULATIONS AS CODIFIED AT N.J.A.C. 19:75-1 ET SEQ. FOR BUS MANAGEMENT
Re-adoption of the South Jersey Transportation Authority Rules of Operation, N.J.A.C. 19:75, with amendments to certain portions of N.J.A.C. 19:75 as proposed in the New Jersey Register, 41 N.J.R. 2454(a). The amendments fall into categories of: (1) revision of definitions; (2) revising the bus routes removing Sands Hotel and Casino references; and (3) revising the time period for renewal of certificate of approved facilities. All amendments to N.J.A.C. 19:75 regarding raising bus permit or medallion fees will be removed from the adoption document and those fees will instead remain as they are currently stated in the rules.
