FINANCE DEPARTMENT
RESOLUTION 2009-157 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE RE-DESIGNATION OF A PORTION OF THE COSTS OF CERTAIN PLEDGED PROJECTS AS AIRPORT BONDS
The purpose of this resolution is to re-allocate $10 million of proceeds of the 2009 Transportation System Revenue Bonds that were authorized on May 19, 2009 from pledged projects to airport projects. Projects to be financed with a portion of these proceeds include the FIS/Terminal Expansion and the Airport Rescue and Fire Fighting station (ARFF).
RESOLUTION 2009-158 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING APPROVAL TO AMEND THE 2009 CAPITAL BUDGET AND 2009 OPERATING BUDGET
The purpose of this resolution is to amend the Capital and Operating Budgets. The Capital Budget is being amended to re-allocate funding for certain airport projects and establish capital projects for Regional Transportation Initiative, the Traffic Operation Public Safety Command Center and Auxiliary Development at the airport. The Operating Budget is being amended to reflect changes in debt service and letter of credit fees associated with the issuance of the 2009 Transportation System Revenue Bonds pursuant to Resolution 2009-61, the Airline Risk Abatement Program pursuant to Resolution 2009-35, Additional State Payment Agreement, Feeder Road Agreement pursuant to Resolution 2009-120 and elimination of the Swaption termination payment.
INFORMATION & TOLLS TECHNOLOGY DEPARTMENT
RESOLUTION 2009-159 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING EXTENSION OF THE CONTRACT WITH MAGELLAN HILL, LLC OF HADDONFIELD, NEW JERSEY FOR TELECOMMUNICATION SERVICES FOR THE AUTHORITY
In 2008, the Authority selected and contracted with Magellan Hill, LLC in response to a publicly advertised Request for Proposals to provide telecommunication services for both voice telephony, including local and long-distance calling and data circuits at various Authority facilities. The current contract is for one (1) year with three (3), one (1) year optional extensions. This resolution will authorize the Executive Director to extend the services agreement for one (1) additional year through the first of three possible options.
MARKETING & COMMUNICATIONS DEPARTMENT
RESOLUTION 2009-160 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AN AMENDMENT TO THE AGREEMENT WITH AIRTRAN AIRWAYS, INC.
The original agreement executed between the Authority and AirTran Airways, regarding the cost calculations, allowed for costs attributed to ACY operations outside of the airports control, such as, delays from other airports and the cost of fuel attributed to the ACY service; therefore, it was mutually agreed upon that the cost calculations for the ACY block hour time of operation be revised and include a not to exceed amount of time and costs beyond the airport’s control. This amendment benefits the SJTA/ACY operational cost calculations for the entire term of the contract.

RESOLUTION 2009-161 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO T.N. WARD CONSTRUCTION COMPANY OF ATLANTIC CITY, NEW JERSEY FOR CONSTRUCTION OF THE ATLANTIC CITY INTERNATIONAL AIRPORT TERMINAL EXPANSION AND FEDERAL INSPECTION SERVICES FACILITY (FIS) PROJECT
On July 16th, 17th and 18th, 2009, the Authority publicly advertised for bids for the construction of the Atlantic City International Airport Terminal Expansion and Federal Inspection Services (FIS) Facility. On August 27, 2009, seven (7) bids were received, opened and tabulated. T.N. Ward Construction Company of Atlantic City, New Jersey was deemed the lowest responsible bidder in an amount not to exceed $27,053,224. This project encompasses the expansion of the existing terminal including, a FIS facility that meets the programmatic and functional requirements of Customs and INS (now known collectively as CBP, Customs Border Patrol). This contract includes construction of the terminal building, minimal apron reconstruction,
installation of new passenger boarding bridges, relocated parking and the procurement and installation of furniture, fixtures and specialized and/or general building equipment.
RESOLUTION 2009-162 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO O’DONNELL AND NACCARATO OF PHILADELPHIA, PENNSYLVANIA FOR CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR CONSTRUCTION OF THE ATLANTIC CITY INTERNATIONAL AIRPORT TERMINAL EXPANSION AND FEDERAL INSPECTION SERVICES FACILITY (FIS) PROJECT
On July 10th and 11th, 2009, the Authority publicly advertised a Request for Proposals for the construction management and inspection services for the construction of the Atlantic City International Airport Terminal Expansion and Federal Inspection Services (FIS) Facility. On August 7, 2009, eight (8) proposals were received. On August 13, 2009, the Consultant Selection Committee met for the purpose of ranking the reviewed proposals. At this meeting, based on their merits, the proposers were short-listed to four (4) firms. These four (4) firms were invited to participate in an oral presentation/question and answer sessions, which were held on August 18th, and 21st, 2009. At the close of these sessions, O’Donnell & Naccarato of Philadelphia, Pennsylvania was ranked highest and deemed the most qualified proposer. After negotiations, a cost proposal, not to exceed $1,569,110.00 was agreed upon. This cost includes the construction management and inspection services for the construction of the terminal building, minimal apron reconstruction, installation of new passenger boarding bridges, relocated parking and the procurement and installation of furniture, fixtures and specialized and/or general building equipment.
RESOLUTION 2009-163 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO WINNER FORD OF CHERRY HILL, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF TWO (2) NEW 2010 #8800 GVW F250 OR EQUAL 4X2 PICK UP TRUCKS AND TWO (2) NEW 2010 #9000 GVW 4X4 PICK UP TRUCKS
On July 20th and 21st 2009, the Authority publicly advertised for bids for the purchase and delivery of two (2) new 2010 #8800 GVW F250 or equal 4x2 Pick-Up Trucks and two (2) new 2010 #9000 GVW 4x4 Pick-Up Trucks. On August 20, 2009, seven (7) bids were received, opened and tabulated. Winner Ford of Cherry Hill, New Jersey was deemed the lowest responsive/responsible bidder in an amount not to exceed $96,040.84. These pick-up trucks will be use in various locations within the Maintenance and Crafts Departments and will replace older high mileage vehicles that are no longer serviceable.
RESOLUTION 2009-164 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING AWARD OF A CONTRACT TO WINNER FORD OF CHERRY HILL, NEW JERSEY FOR THE PURCHASE AND DELIVERY OF EIGHT (8) NEW 2010 #8900 GVW E250 OR EQUAL CARGO VANS
On July 20th and 21st 2009, the Authority publicly advertised for bids for the purchase and delivery of eight (8) new 2010 #8900 GVW E250 or equal cargo vans. On August 20, 2009, six (6) bids were received, opened and tabulated. Winner Ford of Cherry Hill, New Jersey was deemed the lowest responsive/responsible bidder in an amount not to exceed $192,128.00. These vans will be use in various locations within the Maintenance and Crafts Departments and will replace older high mileage vehicles that are no longer serviceable.
RESOLUTION 2009-165 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING THE SALE OF BLOCK 584, LOT 12 AS IDENTIFIED ON THE TAX MAP OF THE CITY OF ATLANTIC CITY TO ATLANTIC CITY ELECTRIC
The sale of this property to Atlantic City Electric is in the amount of $500,000. The property is located adjacent to the Expressway Connector and an Atlantic City Expressway substation. The property has been deemed excess property and is not required for Authority projects. The sale price is in excess of its appraised value, which is limited due to the fact that it is landlocked and has little development value and is likely contaminated. The sale will be a negotiated sale.
AIRPORT DEPARTMENT
RESOLUTION 2009-166 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING A RATE INCREASE FOR DM MEDICAL BILLINGS OF BERLIN, NEW JERSEY FOR EMERGENCY MEDICAL BILLING SERVICES FOR THE AUTHORITY
The Airport Fire Department currently provides emergency medical services for the airport and the surrounding airport community. As part of their services, they provide transport to emergency medical facilities. The current billing rate is $450.00 and $10.00 per mile. Our consultant who provides billing services informed us that we are well below the average rate of the surrounding communities. Our consultant recommended that we change the rate to $600.00 and $14.00 per mile.
TOURIST SERVICES DEPARTMENT
RESOLUTION 2009-167 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING ENTRY INTO AN OUTDOOR ADVERTISING LEASE AND MANAGEMENT AGREEMENT WITH CLEAR CHANNEL OUTDOOR, INC. OF PHILADELPHIA, PENNSYLVANIA
Four (4) billboard lease agreements are expiring December 31, 2009 and January 10, 2010. New Jersey law requires that new leases be awarded via public bidding. The four (4) billboard locations subject of the expiring leases were divided into two (2) separate bid packages for the award of two (2) separate leases. Three (3) proposals were received by the Authority and were deemed compliant with the requirements of the RFP. The proposers were Clear Channel Outdoor, Inc., Shore Sign Service, Inc. and Camden Outdoor, LLC. The Consultant Selection Committee reviewed the proposals and determined that direct negotiations should be conducted with all Clear Channel and Camden Outdoor for Bid Packages 1 and 2, respectively. Upon completion of the direct negotiations, the best and final offers of the proposers were reviewed by the Consultant Selection Committee to determine whether to award leases. The Consultant Selection Committee determined that Bid Package 1 should be awarded to Clear Channel and Bid Package 2 should be awarded to Camden Outdoor.

TRANSPORTATION SERVICES DEPARTMENT
RESOLUTION 2009-169 OF THE SOUTH JERSEY TRANSPORTATION AUTHORITY AUTHORIZING ENTRY INTO AN AGREEMENT WITH PK MEDIA, LLC OF MT. LAUREL, NEW JERSEY FOR THE SALE OF AUTHORITY ADVERTISING RIGHTS
This resolution will authorize a contract that will require the vendor to sell advertising rights for Authority owned assets and share revenues with the Authority. The vendor is required to do all marketing, selling, construction and maintenance of naming rights and signs. The vendor is also required to fund all required capital improvements. The Authority will not be required to contribute capital and staff time and will be limited to approval of proposed sign and naming rights contracts and auditing of revenue payments made under the contract.
