2007-74: Adopting a Vision Statement and Core Values for the South Jersey Transportation Authority________________________________________________________
The Authority Leadership Team has developed a written affirmation of the values to which SJTA employees aspire. Upon adoption by the Commissioners they will become the cornerstone for employee training and culture.

The following Engineering Department items are to be approved by Consent Agenda:

2007-75: Amendment to the 2007 Capital Budget to include the construction of Phase 1 of the Apron Expansion and purchase and delivery of a 2007 Structural Firefighting Pumper_________________________________¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬_______________________________________
This amends the 2007 Capital Budget to include Phase 1 construction of the Apron Expansion and the purchase and delivery of a 2007 Structural Firefighting Pumper.

2007-76: Awarding a contract to KME Fire Apparatus for the purchase and delivery of a 2007 Structural Firefighting Pumper_______________________________________________
On September 13 and September 14, 2007, the Authority publicly advertised for the purchase and delivery of a 2007 Structural Firefighting Pumper. In response to that advertisement three (3) bids were received on September 27, 2007 and KME Fire Apparatus of Nesquehoning, Pennsylvania was determined to have submitted the lowest responsible bid in the amount of $250,000.00.

2007-77: Awarding a contract to AE Stone, Inc. for the construction of Phase 1 of the Apron Expansion at the Atlantic City International Airport___________________________
On April 23 and April 24, 2007, the Authority publicly advertised for bids for Phase 1 of the expansion of the apron at the Airport. In response to that advertisement, six (6) bids were received on May 24, 2007 and AE Stone, Inc. of Egg Harbor Township, New Jersey was determined to have submitted the lowest responsible bid in the amount of $10,485,527.00.

2007-78: Awarding a contract to Michael Baker, Jr. Inc. for Construction Management Services for Phase 1 of the Apron Expansion at ACY__________________________________
The Authority publicly advertised a Request for Proposal on June 26 and June 27, 2007 for Construction Management Services for Phase 1 of the Apron Expansion at the Airport. Following a review by the Consultant Selection Committee, the firm of Michael Baker, Jr., Inc. of Princeton, New Jersey was deemed to be the most technically qualified and was invited to submit a fee proposal. The negotiated fee of $992,696.00 has been reviewed by the Director of Engineering and Operations and is recommended for approval.

2007-79: Authorizing a License to Cross to New Jersey American Water Company to install an underground utility water main crossing the Atlantic City Expressway at M.P. 4.8 and M.P. 6.48__________________________________________________________________
New Jersey American Water Company provides utility service to residents and businesses in the region. The License to Cross grants New Jersey American Water Company permission to construct a new water main across the Atlantic City Expressway’s right-of-way. The water main will be installed via a jack and bore operation so as not to require lane closings or pavement openings on the Atlantic City Expressway. NJAWC will provide an escrow for SJTA inspection costs.

Airport

The following Airport Department items are to be approved by Consent Agenda:

2007-80: Executing an agreement with rental car companies increasing the Customer Facility Charge at ACY__________________________________________________________
This agreement increases the assessed fee for the renal car companies for improvements and use of spaces at the Airport. The current rate is $1.50 per vehicle, per day. This proposed resolution requests an increase of the fee to $3.00 that will be dedicated to funding improvements associated with the rental car operations in the parking garage.

2007-81: Awarding a lease extension to TSA operating as USA for office space usage at ACY__________________________________________________________________________
This item provides an extension of the lease with the United States of America General Services Administration (GSA) for space used and occupied by the Transportation Security Administration (TSA). This extension is for three (3) months until such time as new terms are reached for the new offices constructed for TSA under the baggage screening construction project at the Airport.

2007-82: Awarding a contract to Hi-Lite Markings, Inc. for services of runway rubber removal, painting and runway paint marking removal and painting for ACY____________
The Authority on September 5, 2007 and September 6, 2007 advertised for bids for the services of rubber removal, painting and runway paint marking removal and painting for ACY, one (1) bid was received, opened and tabulated on September 20, 2007. Hi-Lite Marking, Inc. of Adams Center, New York submitted the sole bid in the amount of $120,210.00.

Transportation Services

2007-83: Executing an agreement with Hereiu Welfare Pension Fund ("Unite Here") to lease parking spaces at the Authority's New York Avenue garage_______________________
This agreement is for a lease with Hereiu Welfare Pension Fund for the use of twenty (20) parking spaces at the New York Avenue garage, Monday through Friday, from 7:00 a.m. to 7:00 p.m. and six (6) spaces on Saturday and Sunday from 7:00 a.m. to 7:00 p.m. Hereiu Welfare Pension Fund will pay the Authority $68.00 per space, $1,360.00 monthly in advance. The term of the lease is for one (1) year, with two (2) one (1) year options to renew.
