Policy & Planning
The following Policy & Planning Department items are to be approved by Consent Agenda:
2007-84: Authorizing the Executive Director to approve and execute documents on behalf of the Authority with respect to the SJTPO.__________________________________________
Resolution authorizing the Executive Director to approve and execute documents for the period of January 1, 2008 through December 31, 2008 for the SJTPO in regards to Task Orders issued by the State. The execution of each Task Order is to be conclusive evidence of the Executive Director’s authorization and approval thereof.

2007-85: Adopting a policy on labor Harmony Policy._____________________________
Resolution authorizing the inclusion of a labor harmony clause in all future agreements and contracts related to retail, food news/gifts, hotel or related activities at SJTA facilities.
Engineering
The following Engineering Department items are to be approved by Consent Agenda:
2007-86: Authorizing Change Order No. 4 to Weatherby Construction and Renovation Corporation for design/build services regarding the new parking garage at ACY.__________________________________________________________________________
Change Order No. 4 is for the furnishing and installation of revenue collection equipment in the new parking garage. The Change Order is for $591,526.00. The funding for this Change Order will come from the 2007 Capital Budget Revenue Control Account.
2007-87: Authorizing Change Order #5 to Weatherby Construction and Renovation Corporation for design/build services regarding the new parking garage at the Atlantic City International Airport.____________________________________________________________
Change Order #5 is for rental car facilities located in the garage, which wasn’t included in the Design/Build RFP. The first floor of the garage will now have rental car offices, dedicated parking spaces for rental cars and entrance and exit ramps for the rental car companies. The Change Order is for $1,700,000.00. The funding will come from the Customer Facility Charge that was passed by Resolution 2007-80.
2007-88: Authorizing a contract with J. Fletcher Creamer & Son, Inc. for guide rail parts and supplies.____________________________________________________________________
On September 27, 2007, the Authority publicly advertised for guide rail parts and supplies. In response to that advertisement, four (4) bids were received on October 24, 2007 and J. Fletcher Creamer & Son, Inc. was determined to have submitted the lowest responsible bid. The contract is an open-ended price agreement with funds being encumbered contingent upon the availability of funds in the applicable budget year.
Information & Tolls Technology
The following Information & Tolls Technology items are to be approved by Consent Agenda:
2007-89: Authorizing the execution of a Utility Work Order with Adesta (SM) Communications, Inc.____________________________________________________________
Adesta (SM) Communications, Inc. will provide fiber optic connectivity to the Central Maintenance Facility through this Utility Work Order. The cost is $60,000.00 and is part of the Network Implementation of the CWDM Network which is in the approved 2007 Capital Budget.

Information & Tolls Technology Continued
2007-90: Second extension agreement to the Irrevocable Offer by Mark IV as the electronic toll equipment vendor.__________________________________________________
Resolution authorizing a second extension to the Irrevocable Offer by Mark IV as the electronic toll equipment vendor as selected by the Interagency Group. Mark IV is the provider of the transponder/reader equipment. The IAG is currently commencing a competitive procurement process to select the next technology. This extension will provide for the time lapse until this process is completed. The contract extension is for a three (3) year period with a one (1) year option to renew and will commence December 31, 2007 and terminating December 31, 2010.
2007-91: Extension to the contract with Traffic Technologies, Inc. for Electronic Toll Systems (ETS) Consulting.________________________________________________________
Resolution authorizing an extension to the contract with Traffic Technologies, Inc. for Electronic Toll Systems Consulting services. TTI provides services for integration, maintenance, support and analysis of the Authority ETC systems on the Expressway. This is the second and final one (1) year option to renew this agreement.
Airport
2007-92: Execution of an agreement with the United States Department of Agriculture, Animal Plan Health Inspection Service and Wildlife Services (USDA-APHIS-WS) for the provision of professional services to reduce wildlife hazards at the Airport._________________
This is an agreement with the US Department of Agriculture, Wildlife Services to manage and apply an integrated wildlife hazard management plan to reduce the wildlife (bird and mammal) hazards to aircraft. The implementation of this plan will result in a reduction of wildlife activity in and around the airport. This reduction will increase safety for human and aircraft operations.
Tourist Services
2007-93: Amending the lease agreement with Camden Outdoor LLC regarding Billboard Permit No. 67537 relocation to permit spacing for an additional billboard along the Connector._______________________________________________________________________
The initial agreement was entered into on December 7, 2005 for the lease of a portion of the Connector for a billboard located at RT. NJ 87, MP .4 N Right, Huron Avenue E/S, 2,217 feet north of Route 30. The agreement provided that the location for the structure could be relocated to a new location fifty-five (55) feet south of the NJDOT #NC07160 utility pole on the connector. The intent of the relocation, if approved by NJDOT, was to create additional spacing for the placement of an additional billboard along the Connector. Camden Outdoor applied for and received approval for the relocation.

Transportation Services
The following Transportation Services Department items are to be approved by Consent Agenda:
2007-94: Authorization for the approval and execution of grants and documents on behalf of the Authority with respect to the Authority’s Transportation Services Division._________
This resolution authorizes the Executive Director to approve and execute grants and documents with respect to the Transportation Services Division for the period of January 1, 2008 through December 31, 2008 for additional funding issued by the Federal Government, State of New Jersey and the counties or other private sector grants. The execution of additional funding is to be conclusive evidence of the Executive Director’s authorization and approval thereof.
2007-95: Authorizing the Executive Director to implement a change to the established rate schedule for the Authority’s Atlantic Avenue parking lot._________________________
The Atlantic Avenue lot, which contains approximately 299 parking spaces, are available for hire by daily visitors to Atlantic City, employees and patrons of casinos and businesses located in the City of Atlantic City. With this rate change, the Authority shall be compensated at a rate of Seven ($7.00) Dollars, Monday through Friday up to twenty-four (24) hours. A rate of Twelve ($12.00) Dollars on Saturday, Sunday, holidays and special events and a rate of Fifteen ($15.00) Dollars for a lost ticket. Casino employees will be charged Four ($4.00) Dollars on any day. Monthly charges Monday through Sunday will be Eighty-Five ($85.00) Dollars per month.
