The regularly scheduled December 18, 2007 Commission meeting of the Authority will be held at 10:00 a.m. at the South Jersey Transportation Authority Administrative Offices located in the Farley Service Plaza on the Atlantic City Expressway at Milepost 21.3 in Elwood, New Jersey.

Finance

2007-97: Adoption of the 2008 Operating Budget________________________________
Resolution authorizing the adoption of the 2008 Operating Budget as presented in the Executive Director’s Report. It will cover all operating expenses, debt service, all other required payments and meet all bond ratio coverage tests.
Engineering

2007-98: Authorization of the extension of the Waste Removal, Trash and Recycling Service Contract for Authority Facilities____________________________________________
Resolution authorizing the extension of our contract with Waste Management of Vineland, New Jersey, beginning January 31, 2008 for a period of one (1) year. The original contract was awarded

on February 1, 2006, for a period of one (1) year with two (2), one (1) year options to renew. The Authority wishes to exercise its option to renew this contract for a period of one (1) year.

Airport

The following Airport Department items are to be approved by Consent Agenda:

2007-99: Authorization of an agreement with Airport Management Services, LLC, d/b/a Hudson Group to provide news/gift/specialty retail concessions at the Atlantic City International Airport___________________________________________________________
The Authority wishes to enter into an agreement with Airport Management Services, LLC, d/b/a the Hudson Group for the lease of space to operate news/gift/specialty retail concessions at the Atlantic City International Airport. The lease agreement begins February 1, 2008 and the term is for twelve (12) years.

2007-100: Execution of an office space lease agreement with the General Services Administration of the United States of America, on behalf of the TSA at the Atlantic City International Airport ___________________________________________________________
The Authority currently has a lease agreement with the GSA, on behalf of the TSA, for the lease of a new office space layout of 1,607 square feet at the Atlantic City International Airport. The current supplemental lease agreement expires December 31, 2007 and all parties wish to enter into a new lease agreement. The new term is for five (5) years.

2007-101: Authorization of a contract with T-Mobile Northeast, LLC for the installation of permanent ground telecommunications equipment at the Atlantic City International Airport________________________________________________________________________
The Authority wishes to enter into an agreement with T-Mobile Northeast, LLC for the execution of a site lease for ground telecommunications equipment at the Atlantic City International Airport. The initial term is for five (5) years and includes the right to extend for three (3) additional and successive five (5) year terms on the same terms and conditions set forth herein this agreement.

Tourist Services

The following Tourist Services Department items are to be approved by Consent Agenda:

2007-102: Execution of a lease amendment for the leasing of office space at New York Avenue Fuerman Optometry and the Authority______________________________________
The Authority currently has a lease agreement with Fuerman Optometry for the lease of office space at the New York Avenue parking garage. The lease agreement expires December 31, 2007 and all parties wish to enter into a lease extension. The term is for twenty-four (24) months, with two (2), one (1) year options to renew.

2007-103: Execution of a lease amendment for the leasing of office space between the Atlantic City Professional Firefighters Union, Local 198 and the Authority______________
The Authority currently has a lease agreement with the Atlantic City Professional Firefighters Union, Local 198 for the lease of office space in the New York Avenue parking garage. The lease agreement expires December 31, 2007 and all parties wish to enter into a lease extension. The term is for thirty-six (36) months, with two (2), one (1) year options to renew.

2007-104: Amending and re-adopting the Bus Management Rules and Regulations of the South Jersey Transportation Authority codified at N.J.A.C. 19:75-1 et seq._______________
The Authority proposed the amendments and re-adoption of its Bus Management Rules & Regulations, the changes were published in the New Jersey Register and two public hearings were held. In response to the public’s concerns, SJTA has revised its bus routing and medallion program. The bus routings will not be restricted to the Atlantic City Expressway. The cost of a fleet medallion will now be based upon the actual bus usage, thereby eliminating the previous discounts offered.

Transportation Services

2007-105: Authorization of a parking agreement with Trump Plaza Associates to lease parking spaces at the Fairmont Avenue parking lot.__________________________________
Trump Plaza currently has a parking agreement for a six (6) month trial period, contracted for 250 spaces at the Fairmount Avenue lot for overflow parking for their employees. This agreement will expire on January 19, 2008. They are occupying the lot for a period of 24 hours from 8:00 a.m., Saturdays through 8:00 a.m. Sundays. After monitoring their usage, they would like to enter into a new agreement for a period of one (1) year and reduce their spaces to 200 for the 24 hour period. This agreement will net the Authority an additional $41,600.00 for the contract term.
