Interested parties wishing to access any SJTA right-of-way, including along the Atlantic City Expressway, must obtain a Highway Occupancy Permit (HOP). Under no circumstances is access to an SJTA right-of-way acceptable until an active Highway Occupancy Permit is approved and issued by the SJTA.

To request a permit, please fill out a Highway Occupancy Permit application and attach any supplemental materials, plans, details, and all other relevant documentation. Please send completed applications via email to: permits@sjta.com.

The application may be used for surveying, construction activities, utility work, and other approved work within the SJTA’s right-of-way. For applications specific to vegetation management, cell towers, and billboard maintenance, please email permits@sjta.com.

Please review your application before submitting it to ensure that your application is complete. The time it takes to review and approve an application will depend on the accuracy of its contents, request type, completeness, and other factors. Additionally, please review the application for any fees and escrow payments. All application fees are non-refundable.

Each application packet includes the necessary insurance requirements. If an applicant believes any of the insurance requirements are not necessary due to the scope and nature of the work being performed, the applicant shall state the supporting reasons in writing when submitting the Certificate of Insurance. Failure to submit an objection to an insurance requirement at the time of the submission of Certificate of Insurance shall waive any objection by the application. Please note that Certificates of Insurance should list the applicant as the insured party, not any contractor or consultant. Applicants are responsible for ensuring that their contractors and consultants are properly insured pursuant to the requirements of the HOP.
