NOTICE is hereby given that ELECTRONIC bids will be received by the South Jersey Transportation Authority for:
2025 ATLANTIC CITY EXPRESSWAY CONNECTOR TUNNEL
CO MONITORING SYSTEM REPLACEMENT
The 2025 Atlantic City Expressway Connector Tunnel CO Monitoring System Replacement consists of furnishing all labor, equipment, and materials and performing all the work required to replace the tunnel’s carbon monoxide monitoring system and filters. Filters for replacement are located in the tunnel along the ceiling panels while the CO monitoring system equipment and PLC is located in the electrical substation building located atop the tunnel on Horace J. Bryant Jr. Drive in Atlantic City. Maintenance and protection of traffic will be required for filter replacement work performed in the tunnel.
Bidders are advised to review the detailed scope of work and restrictions noted in the Instructions to Bidders ITB-1, Section 1.
Pursuant to certain specifications prepared by the South Jersey Transportation Authority, Department of Engineering.

All Bidders are encouraged to attend a non-mandatory site visit on Tuesday, November 25, 2025 at 1:00 PM to be held at the tunnel’s electrical substation building at 1804 Horace J. Bryant Jr. Drive, Atlantic City, NJ.
A Bid Security in the amount of ten percent (10%) of the TOTAL BID PRICE but not to exceed $20,000.00, is required to accompany all bid submissions.
In order to bid this project, the bidder shall be pre-qualified under one (1) of the following NJDOT Class Codes: The bidder shall be prequalified at the time of bid submission.
• Class Code 5 Heavy Highway
• Class Code 7 Electrical
• Class Code 9 Miscellaneous
• Subcode 9R Mechanical Construction, Plumbing, Heating, Air-Conditioning
The Electrical Subcontractor, if applicable, shall be pre-qualified under one (1) of the following NJDPMC and/or NJDOT Qualification Code(s):
• NJDPMC Trade Code C047, Electrical**
• NJDOT Class Code 7, Electrical**

TERMINAL INFORMATION SYSTEM WITH FIDS, BIDS, GIDS, ADVERTISING, AND FINANCE AT ATLANTIC CITY INTERNATIONAL AIRPORT
The South Jersey Transportation Authority (SJTA) is soliciting proposals from qualified firms to provide a TERMINAL INFORMATION SYSTEM WITH FIDS, BIDS, GIDS, ADVERTISING, AND FINANCE for the Authority at the Atlantic City International Airport.
This Request for Proposals (RFP) will be available through Bid Express on Thursday, November 13, 2025, after 1:00 p.m. Electronic proposals must be submitted through the Bid Express platform and are due Thursday, December 11, 2025, at 2:00 p.m. **.
A Proposal guarantee in the amount of 10% of the total proposed cost not to exceed $20,000 is required to accompany the proposal submission.

Final Environmental Assessment (EA)
Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the Taxiway R at Atlantic City International Airport (ACY)
The information and documents below are provided to the public for review. The South Jersey Transportation Authority (SJTA) and Michael Baker International, Inc. have prepared a Final EA to evaluate potential environmental impacts associated with the proposed Taxiway R and Cargo Facility planned for the Atlantic City International Airport, located in Egg Harbor Township, NJ. The proposed project entails construction of up to a 250,000 square foot cargo facility adjacent to Runway 4-22 and a new taxiway, Taxiway R to connect the facility to Runway 4-22 and Taxiway B. In addition, a temporary cargo facility will be constructed on the current overflow parking lot. The project would be constructed in the southwest quadrant of the Airport.
The Federal Aviation Administration has issued a Finding of No Significant Impact for the proposed project. This Federal environmental approval is a determination that the requirements imposed by applicable environmental statutes and regulations have been satisfied.
The Final EA and FONSI are available for a 30-day public review period. The document may also be viewed at the Atlantic City International Airport, 101 Airport Road, Suite 106, Egg Harbor Township, NJ 08234 through June 1, 2025.
Atlantic City Expressway - Proposed Amendments, Repeal and New Rule, New Rules and Repeals
The South Jersey Transportation Authority published a notice of proposal in the May 5, 2025 New Jersey Register pertaining to the Rules and Regulations of the South Jersey Transportation Authority and the Atlantic City Expressway (57 N.J.R. 907(a)).
