Public Notice - To Impose a Passenger Facility Charge (PFC)

The South Jersey Transportation Authority (SJTA), pursuant to Title 14 CFR Part 158.23, is hereby notifying all interested parties of its intent to submit an application to the Federal Aviation Administration for authority to impose a Passenger Facility Charge (PFC), and approval to use PFC revenues for new projects at Atlantic City International Airport, Egg Harbor Township, New Jersey.

PFC Level to be imposed: $4.50
Proposed charge effective date: June 1, 2009
Estimated charge expiration date: May 1, 2011
Total estimated PFC revenue to be collected: $5,515,092

The SJTA has identified two (2) projects to be included in the PFC application. Below is a brief description of each project, including the purpose of the project, and the amount of PFC revenue to be used on the project.

Safety Enhancement Projects

Acquisition of Structural Fire Fighting Vehicle – This project involves the purchase of a new structural fire fighting vehicle with a 1,000 gallon water storage tank and a pumping capacity of approximately 1,750 gallons per minute. The vehicle to be acquired will be replacing an existing structural fire fighting vehicle, which was manufactured in 1984, and has reached the end of its useful life. The acquisition of the structural fire fighting vehicle is to be accomplished using entirely PFC funds. Total estimated cost of the vehicle is $275,000. PFC funds are to be used to reimburse the TNHAA for the entire amount of the project costs.

Capacity Enhancement Projects

Terminal Apron Expansion – Phase I – This project involves the design and construction of approximately 360,000 square feet of aircraft parking apron adjacent to the Terminal Building. The existing aircraft parking apron will be expanded to the east towards Taxiway B. The project will include construction of drainage improvements, taxiway and apron lighting, and pavement markings. With the increase in commercial traffic and the addition of a sixth loading bridge, the size of Terminal aircraft parking apron is insufficient to accommodate all aircraft during peak traffic periods. The proposed apron expansion will provide additional aircraft parking apron to allow separation of commuter aircraft from large commercial aircraft as well as provide overflow parking during peak periods. The estimated total project cost is $13,774,752 (PFC share $5,240,092). PFC funds are to be used to reimburse the SJTA for the sponsor’s share of project costs plus make up the difference between available state and federal funds and total project cost.
