2007-58 Extension of the appointment of Florio, Perrucci, Steinhardt & Fader as General Counsel and appointments of the firms Angelini, Viniar & Freedman, L.L.P. and Cooper, Levenson, April, Neidleman & Wagenheim, P.A. as Special Counsel to the Authority.______
This resolution approves the extension of appointments for General Counsel and Special Counsel for a term of three (3) months.

2007-59 Extension of the appointment of David B. Fox as Special Counsel with matters relating to Worker's Compensation and other liability claims for the Authority___________
This resolution approves the extension of the appointment of David B. Fox as Special Counsel in regards to Worker's Compensation and liability claims for a term of three (3) months.

2007-60 Amendments to the Self-Insurance Plan pertaining to uninsured and underinsured motorist coverage___________________________________________________
This resolution authorizes modifications to the Authority's existing Self-Insurance Plan with the goal of adopting the State of New Jersey level of uninsured and underinsured motorist coverage (17:28-1.1). This action is to adopt the State required minimum which caps the uninsured and underinsured motorist coverage to the combined single limit of $35,000.00.

Engineering

2007-61 Awarding a contract to PB Americas, Inc. for the design of the Expressway widening from Milepost 8.0 - 31.0 Westbound__________________________________________
The Authority publicly advertised a Request for Proposals on April 10 and April 11, 2007 for final design and environmental services. Four (4) proposals were received on June 5, 2007. Following a review by the Consultant Selection Committee, the firm of PB Americas, Inc. of Princeton, New Jersey was determined to be the most technically qualified and were invited to submit a fee proposal. The negotiated fee of $8,845,313.21 has been reviewed by the Director of Engineering & Operations and is recommended for approval.

2007-62 Awarding a contract to Kiker Roofing for the roofing removal and replacement of the salt dome at East Maintenance and the salt dome at West Maintenance_____________
On July 19 and July 20, 2007 the Authority publicly advertised for bids for the removal and replacement of the existing roofs on the salt domes at the East Maintenance yard and the West Maintenance yard. In response to that advertisement, three (3) bids were received on August 16, 2007 and Kiker Roofing of Egg Harbor Township, New Jersey was determined to have submitted the lowest responsible bid in the amount of $94,906.00.

2007-63 Awarding a contract to Thomas Roofing, Inc. for the roofing removal and replacement of the Auto/Wood Shop bay, Welding Shop bay, Sign/Electrical Shop bay and the salt dome at Central Maintenance______________________________________________
On July 19 and July 20, 2007 the Authority publicly advertised for bids for the removal and replacement of the existing roofs on the Auto/Wood Shop bay, Welding Shop bay, Sign/Electrical Shop bay and the salt dome at Central Maintenance. In response to that advertisement, three (3) bids were received on August 16, 2007 and Thomas Roofing, Inc. of Atlantic City, New Jersey was determined to have submitted the lowest responsible bid in the amount of $192,546.00.

2007-64 Awarding a contract to Gallo GMC Truck Sales for the purchase of a 2007 or current production year dump truck_______________________________________________
The Authority’s 2007 Capital Budget included funding for the purchase of one (1) dump truck cab and chassis. On June 13 and June 14, 2007, the Authority publicly advertised for bids for the purchase of a 2007 or current production year dump truck. In response to that advertisement, two (2) bids were received on June 28, 2007. Gallo GMC Truck Sales of Vineland, New Jersey was determined to have submitted the lowest responsible bid in the amount of $103,370.00. This dump truck will be used to replace one of the Authority’s current dump trucks that have out-lived its useful life.

2007-65 Authorizing the formal withdraw of the bid submitted by Seely Equipment Company for the purchase and delivery of a 1.1 cubic yard loader/backhoe______________
On June 13, 2007, the Authority publicly advertised for bids for the purchase of a 1.1 cubic yard loader/backhoe. In response to that advertisement, eight (8) bids were received on June 28, 2007. The Authority rejected the two (2) lowest bids submitted because their equipment did not meet the specifications. Seely Equipment Company submitted the third (3rd) lowest bid in an amount of $59,528.00. On July 16, 2007, Seely Equipment Company formally requested to withdraw its bid due to a contractual territory agreement between Seely Equipment Company and the equipment manufacturer. The Authority has determined that Seely Equipment Company could not perform based upon its territorial agreement and has determined that this is a material mistake with Seely Equipment Company’s bid that permits the Authority to allow said bidder to withdraw their bid and avoid the penalty of forfeiture of their bid security.

2007-66 Awarding a contract to Cherry Valley Tractor for the purchase of a 1.1 cubic yard loader/backhoe____________________________________________________________
On June 13, 2007, the Authority publicly advertised for bids for the purchase of a 1.1 cubic yard loader/backhoe. In response to that advertisement, eight (8) bids were received on June 28, 2007. The Authority rejected the two (2) lowest bids submitted because their equipment did not meet the specifications. The Authority has determined that the third (3rd) lowest bidder, Seely Equipment Company, has a material mistake with their bid and has allowed Seely Equipment Company to withdraw their bid. Therefore, the Authority has determined that the lowest responsible bid submitted was that of Cherry Valley Tractor of Marlton, New Jersey in an amount of $60,506.88. This loader/backhoe will be used by the Maintenance and Crafts Divisions for the on-going maintenance of the Authority facilities.

2007-67 Authorizing the Authority to sell certain personal property that has out-lived its useful life or is no longer needed__________________________________________________
From time to time, the Authority conducts a public auction where certain property of the Authority that has out-lived its useful life and/or is no longer needed can be sold. This resolution will also allow the Authority to dispose of any such property that is not sold at the auction. Pending approval of this resolution, the auction will be conducted on October 20, 2007 at the Central Maintenance yard.

2007-68 Awarding a contract to Warriner’s Construction, Inc. for snow removal services for the winter seasons of 2007-2008 and 2008-2009___________________________________
The Authority publicly advertised bids on August 7 and August 8, 2007 for the de-icing, anti-icing and snow removal services for the winter seasons of 2007-2008 and 2008-2009. In response to that advertisement, one (1) bid was received on August 28, 2007 and Warriner’s Construction, Inc. of Egg Harbor Township, New Jersey was determined to have submitted the lowest responsible bid. Bidders were requested to break down their bids into three areas:

Area 1 - Bus Intercept parking lot, Visitor Information Center, Intercept Service Station lot, Pleasantville Toll Plaza parking lot, Mays Landing Toll Plaza parking lot, Egg Harbor Toll Plaza
parking lot, Farley Service Plaza including New Jersey State Police Barracks building and parking lot and the Atlantic City surface parking lots at Fairmount and Atlantic Avenues.

Area 2 - Airport access roadways from the Airport access circle, Airport Fire House, parking areas, bus parking lot, the commercial staging areas, Terminal Building, aircraft parking apron areas, airport employee parking areas and Amelia Earhart Boulevard.

Area 3 - Connector roadway including all on and off ramps, Huron Avenue from Route 30 to Brigantine Boulevard, Brigantine Bridge, Route 30 from Grammercy Avenue to Virginia Avenue and Brigantine Boulevard from Huron Avenue to Route 30. The contractor will be paid in accordance with the bid submitted, which is a composite price per hour broken down by area: Area 1 – $153.33/hr; Area 2 - $160.00/hr; Area 3 - $166.66/hr.

2007-69 Awarding a contract to Delta Line Construction Company for the replacement of the rotating beacon tower at the Atlantic City International Airport__________________
On July 6 and July 7, 2007, the Authority publicly advertised for bids for the purchase and installation of a replacement of the rotating beacon tower at the Atlantic City International Airport. In response to that advertisement, three (3) bids were received on July 31, 2007 and it was determined that Delta Line Construction Company of Egg Harbor Township, New Jersey had submitted the lowest responsible bid in an amount of $83,000.00. The current beacon is in good condition and will be re-installed on the new fifty-one (51') foot high tower. This project is ninety-five (95%) percent funded by a grant from the FAA.

2007-70 Awarding a contract to Ninsa LLC for the replacement of security fencing at the Atlantic City International Airport________________________________________________
On June 29 and June 30, 2007, the Authority publicly advertised for bids for the replacement of security fencing at the Atlantic City International Airport. In response to that advertisement, six (6) bids were received on August 2, 2007 and it was determined that Ninsa, LLC of Hammonton, New Jersey had submitted the lowest responsible bid in an amount of $588,000.00. This project includes the replacement of 16,000 liner feet of perimeter fencing with an eleven foot high chain link, replacement of six driveway gates and fabrication and installation of eighty Airport Operations Area signs to be installed along the new fencing. This project is ninety-five (95%) percent funded by a grant from the FAA.

2007-71 Parking agreement with Trump Plaza Associates regarding leasing parking spaces at the Fairmont Avenue parking lot__________________________________________
This resolution authorizes a parking agreement with Trump Plaza Associates to lease 250 parking spaces in the Fairmont Avenue parking lot for six (6) months. Trump Plaza will pay SJTA $1,000.00 per day for the term of the contract.

2007-72 Agreement with Richard Stockton College of New Jersey to operate an on-campus and off- campus residential shuttle service___________________________________
This resolution authorizes an agreement for an on-campus residential shuttle service for the academic year 2007-2008, Monday through Friday, to transport students from Housing I, IV, and V to the main
academic complex. The agreement also authorizes off-campus shuttle service for students that reside at the Hampton Inn located at 240 E. White Horse Pike, Absecon, New Jersey for approximately 136 days during the academic year 2007-2008. The shuttle will pick up and drop off twice per day.
