    Representatives of the Authority will be available at each hearing to discuss the conversion of the Atlantic City Expressway to All Electronic Tolling and the implementation of the option to be Tolled By Plate.  The hearing will allow the Authority to receive oral and written testimony from members of the public relative to the proposal. The public record will remain open until Tuesday, December 30, 2025 for receipt of written comments. Written comments should be directed, via U.S. Mail, hand delivery or courier, to the attention of the Executive Director, South Jersey Transportation Authority, Farley Service Plaza, P. O. Box 351, Hammonton, New Jersey 08037 or via E-Mail to AETComments@sjta.com. Written comments received after December 30, 2025 will not be considered.


    The proposal under consideration by the Authority is:


    1. Proposed Actions on the Atlantic City Expressway (the “Expressway”):


    The Authority is proposing to establish new fees associated with the new Toll By Plate payment option for travelers on the Expressway.  Cash collection will be eliminated on January 4, 2026.  No new fees will be applied to any vehicle that continues to utilize E-ZPass as a payment method.  


    For vehicles that do not use E-ZPass, they will receive a bill in the mail.  The bill will include new fees to offset the administrative costs associated with the new billing process.  Under this proposed change, all tolls will receive a 100% surcharge, and the initial bill will have an additional $1 administrative fee.  If the bill is not paid, a second bill will be issued with an additional $5 late fee.  Failure to pay after the second bill will be considered a toll violation and subject to the current process established in N.J.A.C. 19:2-8.2.
