SJTA ORGANIZATION

The Executive Department is overseen by the Executive Director, Stephen F. Dougherty. Reporting directly to Mr. Dougherty are Susan Angulo, Chief of Staff, James Sullivan, Chief Field Operations Officer, Paul Heck, Chief Administrative Officer, and Kevin Steet, Chief Financial Officer.


The nine other departments of the SJTA include:

 

The Airport Department oversees all Atlantic City International Airport operations including airfield standards and procedures, FAA regulations, terminal safety and security, airline tenant and business opportunities, and maintenance and service to the 1,042,348 passengers who used the airport in 2024. Timothy Kroll, Airport Director, oversees the department.


The Business Administration Department oversees business management, human resources, manages the Out-of-Home Advertising Program for billboards located on the Atlantic City Expressway, and economic development. Colleen Hackett, Director of Business Administration, oversees the department.

The Operations Department is responsible for operating the Atlantic City Expressway. This includes (but is not limited to) maintenance and upkeep of the roadway, traveler information systems, fleet, management of State Police operations for the Expressway, and the Emergency Service Patrol (ESP). Nelson W. Wiest, Director of Operations, oversees this department.


The Finance Department is responsible for the budget, capital program and all accounting, purchasing, and treasury functions of the Authority as well as payroll and debt management. It is also responsible for directing all financial transactions undertaken by the Authority such as debt issuance, refinancing, and long and short-term investments. Kevin Steet, Director of Finance and Treasurer, oversees the department.


The Information Technology Department develops, operates, and maintains the software, hardware, and information systems of the SJTA. This includes all finance and administrative information systems, the Wide Area Network (WAN) that connects the facilities, and all software and hardware programs and processes. Joseph Mahoney, Director of Information Technology, oversees the department.


The Tolls Department is tasked with the management and maintenance of the Authority’s electronic toll collection system, E-ZPass operations, and the implementation of All-Electronic Tolling. The department also resolves patron E-ZPass concerns including transponders, missed tolls, and violations. Karen Coughlin, Director of Tolls, oversees the department.

Le Département des transports gère des itinéraires visant à améliorer l'accessibilité à l'emploi dans les zones mal desservies par les transports en commun. Il propose également des services de navettes dans le cadre d'accords de services partagés avec plusieurs universités, comtés et entreprises. Mettant en avant sa mission de service communautaire, le Département met en place un solide programme de livraison de repas à domicile dans le comté de Camden. Financé par des subventions et des contributions des employeurs, ce service dessert les comtés d'Atlantic, de Camden et de Gloucester. Dominic D'Amico, directeur des transports, supervise le Département.
